The Deaf and Disabled Telecommunications Program provides free specialized telephone equipment through the California Telephone Access Program (CTAP) to qualified California residents who have difficulty using a standard telephone. CTAP products include telephones, amplifiers, ring-signal and speech devices, headsets, switches, and accessories.
