Sascha Bittner President

Sascha Bittner is a lifelong community activist, with a particular focus on disability and domestic workers’ rights. She was recently appointed by Mayor Breed to the San Francisco Disability and Aging Services Commission, and also serves as a member of the IHSS Public Authority Governing Board, as chair of the Bay Area Regional Advisory Committee on Developmental Disabilities, and previously as chair of the State Council on Developmental Disabilities. For 20 years, Sascha was the program coordinator for KIDS Project, co-facilitating disability education workshops for thousands of students in SF schools to promote inclusion and combat bullying.

Sascha currently serves on the national steering committee and local chapter of Hand-in-Hand, the Domestic Employers Network, working with the National Domestic Workers Alliance, SIEU and UDW to ensure good working conditions that benefit both employers and workers. She has worked with former supervisors Eric Mar and Norman Yee on a pilot program to provide affordable, long-term homecare for middle class San Franciscans.

Eileen Norman MPA Executive Director

Eileen Norman joined San Francisco IHSS Public Authority in July 2016 as Deputy Director and became Executive Director in May 2021. She is responsible for defining the overall vision and strategy for the organization. With her passionate spirit for social and economic justice, Eileen has over 15 years of experience as a leader at multiple nonprofit organizations throughout San Francisco. Read More

With her passionate spirit for social and economic justice, Eileen has over 15 years of experience as a leader at multiple nonprofit organizations throughout San Francisco. Her commitment to looking at community issues through an equity lens, alongside her practical approach to problem solving guides SFIHSSPA’s mission to advocate and support both IHSS Consumers and Providers throughout San Francisco.

After graduating from college, Eileen first started her career path volunteering for an HIV/AIDS education organization in rural Tanzania. At the end of her volunteer work, she wanted to bring that desire to improve public health and community support back home to San Francisco. Eileen holds a Masters degree in Public Administration from San Francisco State University and a Bachelor degree in Sociology and Labor & Workplace Studies from UCLA.

Additionally, Eileen serves on the board of directors for California Association of Public Authorities, Harm Reduction Therapy Center, and co-facilitates San Francisco’s Age and Disability Friendly Task Force. She is a 3rd generation Bay Area native and currently lives in San Francisco with her disabled & proud family and their two fur children, Maeve and Ruth Barker Ginsbark.

Jenny Asinc Provider Services Manager

Jenny Asinc recently joined the SF IHSS Public Authority. She is responsible for the daily operations of the Benefits, Fingerprint Process and PPE Department. Jenny comes with 19 years of Operational and Managerial experience from previously working at a fast-paced community clinic. Read More

Jenny Asinc recently joined the SF IHSS Public Authority. She is responsible for the daily operations of the Benefits, Fingerprint Process and PPE Department. Jenny comes with 19 years of Operational and Managerial experience from previously working at a fast-paced community clinic. She received her bachelor’s degree in Sociology and Latin American Studies from San Diego State University. When not a work, Jenny enjoys spending time with her family, travelling or volunteering at community events.

Josh Flynn Registry & On-Call Program Manager

Josh joined the Public Authority in April 2019 working with the Mentorship Program as the Community Engagement Coordinator and accepted his current role as the Registry & On-Call Program Manager in November 2021. Josh manages the team of Registry Counselors, Registry Specialists, and our On-Call Coordinator. Before coming to the Public Authority, Josh worked for a non-profit social service agency in Portland, Maine, where he developed and managed several programs, serving individuals with intellectual/developmental disabilities and mental health challenges. Dave Greenebaum Mentorship Program Manager

Dave joined the Public Authority in November of 2022, bringing extensive experience as a helping professional and program administrator in the fields of human services and technology. He has worked throughout his career to develop and nurture environments in which caring relationships flourish.

Dave holds a BA in psychology from Cornell University, as well as degrees in spirituality from Holy Names University and Boston College. He has a special interest in the area of spirituality and creativity.

Eren Gutierrez joined the Public Authority in June 2014 and began her position as Deputy Director in July 2021. Eren is responsible for the operational quality and efficiency of the programs offered at the Public Authority. She is inspired by community activism and a strong desire to help improve the quality of life of our community. Eren brought over a decade of leadership and operations management experience. She studied Business and Non-Profit Management at SFSU and has an AA degree in Social & Behavioral Sciences. In her spare time, Eren enjoys exploring the bay area with her family.

Kimberly Kowallis Human Resource Generalist

Kimberly Kowallis joined SF IHSS Public Authority in November 2021. She has 18 years of Human Resources experience in multiple settings from security to restaurants. Kimberly earned her bachelor’s degree in English from California State University, Fullerton. Read More

Richard Cox Mena (Rick Mena) has over 20 years of experience in government, education, and non-profit finance. He was previously the Director of Finance for the University of California Berkeley’s School of Public Health. Additionally, he has worked for the San Francisco Private Industry Council, Ariba Juntos and the San Francisco Mayor’s Office of Children, Youth and Families. Read More

Richard Cox Mena (Rick Mena) has over 20 years of experience in government, education, and non-profit finance. He was previously the Director of Finance for the University of California Berkeley’s School of Public Health. Additionally, he has worked for the San Francisco Private Industry Council, Ariba Juntos and the San Francisco Mayor’s Office of Children, Youth and Families. He Specializes in Finance Planning and Analysis, and process and procedure development. Rick has a BA in Urban Studies with an emphasis in Policy Analysis from San Francisco State University. Rick spends his spare time hiking through the outdoors of the East Bay, developing entrepreneurial pursuits, cheering for the Warriors and the A’s and aiding in the care of an elderly parent.

Trevor Milbery Salesforce Administrator and Data Analyst

Trevor Milbery is a Certified Salesforce Administrator, Project Manager with a background and degree in Business Operations Management. He came to the PA in March of 2023 from another non-profit, Urban Services, where he supported clinical therapists serving underprivileged families get free mental health support. Jony Nunez Recruiting & Engagement Manager

Jony has been with the Public Authority since March 2020 as a Registry Specialist. Since the day he joined the Public Authority, he has been committed to assisting and coaching IHSS Independent Providers within the Registry Program, especially during the difficult times of the Covid-19 pandemic. Jony takes a lot of pride in his Latinx heritage and is constantly engaging with Latinx Providers to keep them engaged in the Registry Program. Read More

Jony has been with the Public Authority since March 2020 as a Registry Specialist. Since the day he joined the Public Authority, he has been committed to assisting and coaching IHSS Independent Providers within the Registry Program, especially during the difficult times of the Covid-19 pandemic. Jony takes a lot of pride in his Latinx heritage and is constantly engaging with Latinx Providers to keep them engaged in the Registry Program. In August 2022, Jony has stepped into his new role of Recruiting and Engagement Manager in which he plans to continue his ability to assist Independent Providers with their best interest at heart. In his free time Jony enjoys to travel, hike, host dinner parties, and attend musical theater.
